Indigenous Status of Right
The Sikani Nation, as a sovereign autonomous Indigenous nation, operates under a comprehensive tax-exempt and land protection framework that respects its inherent right to self-governance and cultural preservation. The Nation is exempt from federal income tax under IRS Section 501(c)(3) and is classified as a public charity under Internal Revenue Code (IRC) section 170(b)(1)(A)(vi), with a further designation as a 509(a)(1) Public Charity.

Additionally, the Sikani Nation functions as a land trust under IRC Section 508, providing crucial protections for tribal lands and resources. This status enables the Nation to preserve its territory, safeguard culturally significant sites, pursue sustainable economic development, and maintain jurisdictional authority over its lands.

The governance structure of the Sikani Nation blends traditional and modern systems, featuring elected leadership alongside the guidance of hereditary chiefs, elders, and matriarchs. This approach allows the Nation to exercise self-governance rights beyond the limitations of the Indian Act, incorporating customary laws and practices into its administrative framework. Community participation is integral to decision-making processes, ensuring that governance reflects the collective will of the Sikani people.

This comprehensive framework empowers the Sikani Nation to maintain its cultural integrity, protect its lands, and exercise its inherent sovereign rights while engaging with the broader legal and economic systems of the United States. As of March 2025, this structure aligns with recent developments in federal policy, including proposed regulations from the U.S. Department of the Treasury that clarify the tax status of tribally chartered entities and enhance tribal access to clean energy tax credits

Tribal Recognition
Tribal nations, whether federally recognized or not, possess inherent sovereignty, allowing them to establish their own governments, marshal services, sheriffs, and police forces without requiring permission from the U.S. government or other law enforcement agencies. This sovereignty is rooted in their pre-existing status as self-governing entities before colonization and has been upheld by legal precedents like Worcester v. Georgia (1832). Even non-federally recognized tribes can exercise self-governance and create law enforcement structures based on their inherent authority. However, practical limitations may arise, such as access to federal funding, jurisdictional recognition by other governments, or participation in federal programs like land trusts or cross-deputization agreements. These limitations do not negate their right to govern and enforce laws within their communities.
Yes, tribal nations can receive funding from various sources beyond the federal government, regardless of federal approval. These funding sources include:
1. Private Foundations and Nonprofits: Organizations like the Kalliopeia Foundation, Lannan Foundation, and W.K. Kellogg Foundation offer grants for tribal initiatives, including cultural preservation, education, and economic development.

2. State and Local Governments: Some states and local governments provide grants or funding opportunities for tribal projects, such as infrastructure or environmental programs.
3. Tribal Self-Funding: Tribes can generate revenue through their own enterprises (e.g., casinos, tourism, natural resources) and reinvest it into their communities. 4. Philanthropic Contributions: Tribes may receive donations or funding from private individuals or organizations interested in supporting tribal sovereignty and development. These alternative funding streams allow tribes to maintain autonomy and reduce reliance on federal funding while supporting self-determination and community growth.

Whereas, the SIKANI SHAKTIUMA MAIPURI lines have come forward and are herein referred to as a clan of the Arawak; and perpetually known as SIKANI SHAKTIUMA MAIPURI tribe of the Maipuri territory of "TEXAS, ARKANSAS, GEORGIA, MISSOURI, NEW YORK, and LOUISIANA", sacred aborigine to the land and territories known as "North and South America", encompassing natural habitat and ancestral regions within and without the regions listed below as latitude 33.019844", longitude -96.698883" of America historically known as TEXAS", latitude 40.857820", longitude -74.229847" of America historically known as "NEW YORK", latitude 38.653542", longitude -90.279099" of America historically known as "MISSOURI", latitude 30.295650", longitude -89.764650" of America historically known as "LOUISIANA", latitude 33.760441", longitude -84.387016" of America historically known as "GEORGIA", latitude 33.184686", longitude - 91.789398" of America historically known as "ARKANSAS" which are currently under invasion by colonizing countries, including the United States of America.
The same is confirmed by the ratification of "Tribal Trust Charter" Signed and SEALED, recognized under customary international law, "Noticed" to and acknowledged by the United States via return receipt notice filed with the Department of Energy, Tribal and Intergovernmental Affairs, Office of Congressional and Intergovernmental Affairs with Certified Mail number 7018 0360 0000 7963 2024 and the United States Department of Interior, Certified Mail number 9589 0710 5270 1301 7967 43.
This Tribal Trust Charter is developed and organized by the ratification of the SIKANI SHAKTIUMA MAIPURI TRIBAL TRUST CHARTER, and is embodied and made complete by the people of the SIKANI SHAKTXIUMA MAIPURI Clan through the adoption of the SIKANI SHAKTIUMA MAIPURI tribal constitution as established by the Tribal Trust Charter of the SIKANI SHAKTIUMA MAIPURI, signed and sealed by the SIKANI SHAKTXIUMA MAIPURI Tribal Trust Council members, and;
Whereas, the said SIKANI SHAKTIUMA MAIPURI clans people, by Tribal Trust Charter resolution of the SIKANI SHAKTIUMA MAIPURI Tribal Trust Council of, on, and within the ancestral lands of the SIKANI SHAKTXIUMA MAIPURI, within the tribal territories of the SIKANI SHAKTXIUMA MAIPURI now currently known as "TEXAS, GEORGIA, LOUISIANA, MISSOURI, and ARKANSAS" of Maipuri Arauan territory and known to the world communities as America; a treaty beneficiary of the Treaty of Mãori-Tribal-Hapu-State, Wha Atua Nation, of Aotearoa (Nu Tirenzi/NZ) and Maipuri Arauan Nation.

I am Maipuri and I will support and defend the Constitution and all Maipurian Nationals, within the Americas, and around the World; respecting the laws of all nations and States, through peaceful recognition of those laws made by those states, as accorded by the Law of Nations and International Conventions.
